Dale Overbay, PLS

As a Principal Consultant at Rise Utility, Dale provides oversight, project management, and subject matter expertise for various clients. These include the California High-Speed Rail Authority, Pacific Gas and Electric Company, and other public, private, and governmental agencies. Dale’s core competencies include land rights and permit acquisition, utility relocation, contract management, and conflict resolution. Prior to joining Rise Utility, Dale spent 17 years with PG&E, holding a variety of positions in multiple departments, honing his skills in providing support for land rights, land surveying, utility coordination, contract negotiation, and program management involving gas, electric, distribution, and transmission facilities.
